Do I need a modded PS3 to use custom themes?

No. The PS3’s built-in Theme Settings can install a compatible .p3t file on ordinary system software, so browser downloads and manual USB installation do not require homebrew or a modified console.

Custom firmware and homebrew can provide additional workflows, but they are optional and are outside Themezer’s supported installation flow.
